Here's where I hesitate...

I like travel, and I like experiencing local places.

You mention 'best restaurants' - have you read reviews of the hotel restaurants you'd be likely to visit? Will the menu offerings in Paris be very similar to that in London?

There's only a handful of times that I've gone out of my way to eat at a hotel restaurant. They typically have a captive audience, and a limited menu. Often they are best chosen for convenience, not for the experience.
