So it sounds like traveler A paid the higher additional collection of $800 to get a Z class seat, but traveler B only paid $200 for an economy seat. This would make sense since perhaps there was only 1 Z seat left, and it went to traveler A, whilst traveler B merely paid a higher economy fare since Z class was not available. If this is the case, it all makes sense.
