These are not just tourists, these are anyone tired of removing their shoes or getting a secondary for refusing to do so. Your complaint should be about the "regulations" that have brought this about. Stop the shoe carnival and you will most likely see very few "tourists" wearing sandals any more.
I know I have worn sandals a few times specifically to meet the TSA shoe profile requirements and NOT have to remove them. This usually works at smaller airports, but about 85% of the time I still get asked to remove them at IAD. If I point out the thickness (about 3/4") and lack of metal, the screener is apt to say, "Sir, you do not know the profile. We are looking for other things, too."
