Why don't they use a good hollowpoint load over frangible and FMJ loads? That would mostly negate the "shoot through multiple passengers" danger and would give better one-hit-drop ratios. I don't know how well a decent hollowpoint (Federal's HydraShok comes to mind) does at penetrating things like the plane's fuselage, though.
