Accuracy has everything to do with it. There are going to be anywhere from around 18 up to 270 or so people on the plane who are innocent bystanders. Frangible ammo opens up yet another opportunity to waste one of them.

And that FAM probably won't be taking the shot from the back of the plane. That (in theory) is why they have two of 'em.
