Right - it's AA (if any) plus 2. No AA, total 2. AA, total 3.

Sorry missed the point about wanting to go to MUC and CPH too. Still, PHL-KEF-MUC-CPH-PHL falls under the 9K limit. As stated, many choices on routing - PHL-xDFW-xLGW-KEF-xLGW//LHR-MUC-xHEL-CPH-xLHR-xMIA-PHL, etc. The trick would be to avoid cross-town London or NYC connections if possible, might be tough unless you REALLY like IB Y.
