Well, that's how I got this voucher in the first place. Put a reservation on hold at aa.com, went to airport to use a voucher (which, coincidentally was issued because the EXP desk couldn't untangle the confirmed VIPs from the pre-existing reservation in a way that would allow me to exchange that unused ticket, since AA issues a new ticket when VIPs confirm), and got the $15 voucher as the residual for that transaction. I was most definitely charged a $15 fee in this transaction, even as an EXP, otherwise I'd have a $30 voucher right now.
