Last year, just for the fun of it, I inspected the floor underneath the conveyor belts and located 6 locks. 2 of them were TSA locks. What I noticed is that all 6 locks were completely intact and in the locked position. I can't fault the screeners for failing to reattach them since all the locks were closed. I can only assume that the belts must have ripped them from the zipper tabs. Regardless, I made a point to brief the screeners of my findings and stressed the importance of remembering the reattach the locks. So far, I haven't seen anymore locks under the belts.
