I carried on TWO bags from IAD-LHR (you are only supposed to have one) and no one batted an eye at my luggage, let alone weigh it. I had an extra large bag on the way home that I acquired in London and checked it, but again, they did not look at my hand luggage or weigh it at LHR. But that may be the luck of the draw.
