Didn't they already do actual flights and capture turbulence data? This preliminary separation data has been out there for a long time now, and the only new news is that Airbus hasn't been able to persuade ICAO to issue different guidelines.
For high altitudes and take-off/landing, data about the impact on trailing flights is hard to get and the data gets jumbled with other factors that are not easy to measure and marry.
