As you say -- it depends very much on where you live. In Germany the hotel could reverse the contract as soon as the are aware of the mistake. There are strict procedures to follow: the hotel would have to cancel the contract as soon as they are aware of the error and then make a new offer. Just saying "look, the rate is wrong -- we'll change it to $300 and if you don't like it you can cancel" will not work and you would be entitled to the $3 rate (they did not cancel the contract as soon as they were aware of the error).
