Can't use miles to upgrade on a Q fare if you're not elite. According to CO:

Select Economy Fares Upgrade Rewards allow you to upgrade to First Class, Business Class or BusinessFirst with the purchase of most published adult Economy fares. Certain Economy fares require that additional fees be collected when an upgrade to BusinessFirst is confirmed. Select Economy Fares Upgrade Rewards are capacity-controlled, and standby at the airport is not permitted. Non-Elite OnePass members traveling on Y, H, K, N or B fares are eligible for mileage-deduct upgrades within or between the 48 contiguous U.S., Alaska and Canada.
