You may be looking at a page entitled Types of Upgrade Rewards. That $450 applies for BusinessFirst, which is Continental's product on international travel. If you're flying overseas--and on a Q fare--you do have to pay a $450 each way. I understand that this fee is refundable if the upgrade does not clear. I have never used miles for a domestic upgrade. I've read the chart on the link provided earlier. My suggestion would be to call the One Pass Service Center to find out what, if anything, they can do for you.
