It really annoys me that there is a need for this service, but I'll let others go on the TSA Rants.
I would be willing to pay something like $20 for secure baggage handling.
After check-in, I get my to be checked luggage in specteced by security in my presence and then I get to securely lock that baggage. The airline would also provide premium handling of that bag/case, and I would pick it up at the baggage office, rather than the carousel. They would require ID when I claim it. Perhaps the airline pays penalties if the bag does not make it.
The airline would also have to insure the case against theft or pilferage for up to $20,000.
Often I travel with multiple computers. If I could guarantee their security, I would check them and my projector, rather than carrying them on. That would make life easier for me and for the other passengers who want overhead space.
I imaging quite a few people would pay something to guarentee the security of their luggage.
