Confirmation re: Change of Policy as it affects Unreserved Trains
The AGR policy change has managed to affect the unreserved trains. I have a report of a trip on 6/3 that just posted where the passenger used multiple tickets, but only received credit for one segment on that train (Capitol Corridor).

Thus, all speculation aside, AGR has managed to find a way to enforce its policy.
