I have used TD with $1400 limit, but it recently went down to $1200, and I need to withdraw as much as possible at once from my foreign account to minimize fees

Regardless of the limit that your bank sets, most ATM's in Canada will not allow you to withdraw more than $800 at a time. That seems to be about the normal however you may find independant machines that will be less. Sucks if you want to take out $1000 at a machine that's not "your" bank. $1.50 minimum! each tiem from the machine and $1.50 each time (usually, unless you have a plan that includes ATM withdrawl fees) from your own bank for using somebody elses machine!!
