It all depends on what fare class the ticket is booked. Doesn't matter if Joe's Travel Shack books it for you -- as long as it has an upgradeable fare basis, I believe you can upgrade.

That said, I have no idea into which fare class Travelocity books -- maybe read the rules before purchasing and it will list this?
