No it doesn't.

It says - specifically - in the exemption profile that it is for "1K member and their travelling companions." This means that the 1K member would have to travel with them (which could be a lot of fun!).

Also, it states in the profile that it is RECOMMENDED to charge US$200 for the transaction since it is an 'exception.' This doesn't mean that they necessarily have to do it, but they probably will. And US$200 is little when compared to the number of miles that you will save (how many family members are going?).
