The policy with regard to breakfast at HGI changed within the past week. About a week ago, Golds were entitled to the continental breakfast for themselves and a guest - but when the pantry coupon was removed, the breakfast was upgraded to the full breakfast. The employees in question might not be aware of this.
That being said, though, not all employees at all hotels are perfectly versed in the policy. Sometimes the franchisee decides not to follow it exactly as written for whatever reason. It never hurts to carry a copy of the benefits in case of encounters such as these.
