Is this exception applied to UA flights only, or to partner awards as well? For example, inter-Asia on TG (like MNL-BKK) is 20K round-trip using UA miles. Could they issue a one-way to a 1K for 10K?

Edit: I realize that if they chage a $100 fee then it would negate the value in my example. But if they don't charge the fee, it might be worth looking into.
