Only partly true - Delta used to staff flights with extra Flight Attendants, routinely, on flights with a meal - as recently as last year. Only recently have they begun minimum staffing most flights. It is true, however, that the FAA dictates the MINIMUM number of Flight Attendants on board. Many airlines, until just the last year or so, still staffed above FAA minimums for meal flights. Some still do.
