Which doesn't seem to make any sense, since they get real, hard revenue from their partners, no?

IME, particularly on JFK-YVR, "Z" seats will open a day or two in advance, and even one time when I was only confirmed in U (Business) having redeemed an F award, the ground staff at JFK was able to make some calls, confirm the proper mileage was deducted for the award, and seat us (2 pax) in F anyway. My sense is this may not always be the case.
