Pretty sure you can buy Tower of London tickets from underground stations, although there is never a queue anyway. Would also be very surprised if Westminster Abbey ever had a queue.
No queue at the Tower of London? Maybe if you arrive at 3am. I have only been by there on weekends, but every time I have gone by there has been a queue down the block.
