I guess there would be significant overhead involved in scheduling every possible route within the WN network, and people may complain if a route that exists simply because it's there disappears because one leg is shifted somehow. Just speculation on my part.

However, as you've figured out, you can book two-step itineraries on your own. It is a bit more hassle, but the upside is you maximize your credit earning opportunities.
