International B fares are upgradeable with 30K miles each way. Y is only 15K miles. I've been looking for availability on the upgrade from DTW-AMS-TLS. I don't care about the AMS-TLS segment since KLM "business" is nothing special, but no availability. There are upgrades available via BOS, so you may get lucky on your routing.
