I don't know the answer to the original question, but it is quite clear to me what the original question was - the poster wants to know whether DL will charge him the full redeposit fee for redepositing miles back into his DL account (thus, the use of the term "DL account") or whether he will be entitled to a reduced fee (in light of the new alliance) based on his CO elite status.
It's purely a guess, but I would think that DL will charge you the full redeposit fee.
