The $25.00 fee applies only if one wants to "confirm" a seat on the earlier flight. In addition, the ability to "confirm" on the next flight only applies if it is within a 3 hour window and the same class of service is available.

Anyone can still standby for free on the same day any time.

Each situation is different for each customer. There are times when confirming could be a wise move. There are times, when the earlier flight is wide open, that it would not.
