I think it makes eminent sense for CO to try and extract extra revenue, particularly if the company provides value to its customers. Having said that, if a passenger doesn't fall for the $25 fee, the it is absolutely dumb to send out empty seats--particularly when the airline has a option. I mean if they can transfer inventory forward by an hour or two, why not do it? Sure, the $25 fee (or more) is a great idea, but if the price is too high for the customer, then take advantage of the chance to get more time to sell those empty seats!
