"Gold Service not confirmed"

Recently updated to Hertz Gold. My first reservation I made after logging in with my Gold number states under warnings "Gold service not confirmed." And the service level indicates "Standard Counter Service". This is for an upcoming reservation I made in Hamburg. I live in the U.S. Is this because I have to prove I'm not a German resident by providing an airline ticket or boarding pass? Will I have to do this every time I travel abroad?
