I don't think it was entirely clear, as I wanted to find out about row 9, which is the row in front of the first exit row (as Squirrel99UK also asked). To give access to the emergency exit (through row 10), I wasn't 100%-sure if row 9 would also be locked so couldn't recline. Just a bit confused that's all
