We've crossed the border with formula several times and never even thought to declare it seperately. However, when we are leaving Canada I make sure that all but my needs for the trip are in brand new still sealed containers. I was always more concerned about being hassled for trying to smuggle illegal stuff in the formula (too much law & order I think... ).
