The Nebraska representatives DO NOT represent "LAX, SEA, PHX, LAS, ORD, DCA, IAD, BOS, etc". It is up to the elected officials from those districts and or states to represent them in Congress.
So why should my representative vote for this? After all, 3 is not going to carry anything. There is nothing that says that representatives can't do this on a grand scale either. After all, Congress continually has oversight of the District of Columbia and tells the local government how to govern on certain issues. This is entirely shortsighted.
