Ground agents at JFK are handled by BA.
Still, it is unusual for CX to make that kind of decision to leave bags behind. Who told you about the decision apparently made by CX?
Unfortunately when in BKK, you are at the mercy of the handling agent in BKK. I had an incident once upon a time too when flying in from LHR via CDG. TG and CX had a common baggage tracker called SWIFT or something like that but the ground handling agents at CDG are handled by AA and they have a totally different system that no one else seem to use except them. So that didn't do any good. No one knew where the bag was. And yes I was also given only something like Bht 2000 for 'incidentals' and it was a one time payment. I was told to contact my creditcard (if I had paid with a creditcard) if I wanted more money. This is TG speaking and handling calls. All calls to CX had to be redirected back to TG as they were 'handling' the case. Being CX Diamond didn't give me any more clout I might add. So unless you have status higher than MPC Diamond, I wouldn't count on much 'instant' action. Calling and ranting to CS in BKK won't help as they will still pass you back to TG.
Eventually TG sent the bag to me themselves as it came on their flight from LHR.
But in all fairness, things like this happen. EVERYDAY. There is no way we can point fingers and say that CX deliberately left the bags behind on the Captain's decision because we do not have the proof. Yes we know that you had important meetings, and that you had appointments - well so did many other people who lose their bags not necessarily from that flight, but from many other flights. Airlines do lose bags and it is not a failsafe system. The "it can't happen to me because I am a VIP" stance will guarantee that you will lose a bag. Take a deep breadth and calm down.
You may write into customer service based in HK, and see where that takes you. By threatening them that you will walk and take *A isn't the way to do it. CX will probably say something like :" We're sad to see you go...". They'll be sad to see you go, but they won't beg you to stay with them just because of this one incident that would be resolved by the time the letter gets to them. Ok, so you had to show up in a meeting wearing shorts.. but most importantly, you got to your destination in time didn't you?
Best of luck with your complaint though.
