As I said on the thread about this on BA, unfortunately the guys who wrote the report missed some of the research into Cliffe (the proposed replacement airport for LHR in the recent white paper), which ultimately led to it being rejected on safety grounds (the economics were horrble too). Airports have to be safe. Most of the Thames estuary proposals have had pretty severe safety problems associated with them, that cannot be currently overcome.
