USA flights from Canada are precleared by INS and Customs and are by and large USA domestic flights at that point as a result. I doubt they then run around with the dogs and such in LGA having done that already.

There are 47 minutes in total from arrival to departure, since they use 45 minutes as normal loading time I doubt they are even servicing the aircraft in LGA.
