hmmm.... you're quite time constrained there - without delays it takes over an hour to get from the Orchard Road area to the zoo or Jurong bird park by public transport, so add another 20-30 mins if you come in from the airport on the MRT.

I'd certainly rate the zoo above the bird park (the latter looks quite tired) so if I was you, i'd get a taxi from the airport to the zoo, another taxi downtown then hop on a double decker for a few stops on orchard road before taking a cab or possibly the MRT back to the airport.
