This is an airline specific question for KLM. Last week I had I hadn't been cleared for the KLM flight for LAX-AMS so all my flights within the U.S. would've been on DL and I would know the answer. We have never flown KLM so I was looking for specific experiences. Thanks 
Theoretically, the airline has nothing to do with TSA requirements, so theoretically, the answer for Delta and the answer for KLM are the same. In practice, though, the luggage screening is handled a little differently in different terminals at LAX. At the DL terminal recently, I was surprised to discover that the TSA luggage screening folks seemed to encourage the pax to stick around while their bags were processed in case anything needed to be unlocked, explained, etc. At the NW/KL/AF Terminal, the TSA folks encourage the pax to leave as soon as they drop their bags on the belt. So I would be more concerned about the TSA breaking locks when flying KL, NW or AF than if I were flying DL
