There's a "sticky" at the top of the AA forum for all questions related to challenges.
But remember: It's an UNPUBLISHED feature. It can thus change and people won't know about it until a LOT of guinea pigs report in. There is nothing that says it's every other year, it could be once only from now, and no one will know that until two years from now when all the people who were counting on it being every other year try and fail!
If you don't meet Plat at the end of the year, AA is likely to offer you (also "one time") a chance to "buy back" you status. I suggest you take it if you really value Plat, because that way you'll be put off having to worry about whether the Challenge will work until yet another year out (assuming you again don't requalify).
Meanwhile, work on those 2MM (from all sources at this point, tho that too could change at some point), that's the only "sure" way to "lock in" Plat without requalifying every year.
