It seems to be. The driver I had from Lijiang would have taken us if we had the time.

I've also received details recently of a tour going by road from Chengdu to Zhongdian and then:

Zhongdian - Deqin (day 9)

Deqin - Mangkang (day 10)

Mangkang - Paksho (day 11) - "crossing Wula Mountain and Dongdala Mountain, the latter being the highest pass on the Sichuan-Tibet Highway at an altitude of 5008m"

Paksho - Bome (day 12)

Bome - Nyingri (day 13)

Nyingri - Lhasa (day 14)

"Heavy rains can often cause landslides on the Sichuan-Tibet Highway, which may result in road blockages."
