In my humble experience as SE, I was able to get Operational Upgrade for my companion without a SWU/SSWU.

Concierge helps a lot, too.

BTW, the presentation of oneself in the matter of clothing helps or detract the possibility of an Operational Upgarde. (I just open the Pandora's Box!)
