It looks similar to a METAR. I can definitely decode part of that - reported at 12:45 Central Time (1245CT), effective 13:45 - 20:00 (1345-2000), probable (PROB) delays (DLYS), diversions (DVRT), and cancellations (CNCL) due to thunderstorms (THUNDERSTORMS). I might also hazard a guess that estimated times of departure (ETD) are 0.30 hours late (.30L) and estimated times of arrival (ETA) are 0.43 hours late (.43L), but those are only guesses. I have no idea what LTEQ might mean.

Edited to add: Actually, the .30 and .43 are not fractions of an hour, but minutes (30 minutes and 43 minutes).
