A 7 day pass no longer requires a photocard.
It looks as if buying this from an underground station will force you to get an Oyster card (£3 refundable deposit payable) but if you want to get round this and just have an old style paper ticket, you can buy the pass at a National rail station (i.e. Paddington, Victoria etc).
