My post was to suggest that if AC provides a service (even if it limited to a select few), there should be parameters of such service being offered at a given airport. One obvious parameter would be the number of passengers/flights that go through that given airport in a given unit time period. Therefore, I would suggest that the 3 UA hub cities not presently manned by concierge agents might be so manned, using this criterion (PS-Do the appropriate AC passengers flying AC codeshared on UA have access to concierges?).
The other criterion might be some cities overseas where there is a likelihood of problems developing and therefore assistance by AC personnel (incl. concierges) being required. I guess that the cities in China, Japan, and perhaps even LHR or Paris fit that bill (by the way, does Delhi not also have concierges?).
