I follow the fares and I don't find too great of a variation between seasons to YYZ and YUL. As far as demand being high in summer, I rarely have difficulty using FF miles to Canada which is my preferred strategy and then purchase tickets when traveling domestically. Alternatively, one can fly to BUF or BTV for at least half the cost of going to YYZ or YUL, but it is a pain. Does anyone know if there are there any consolidator fares to Canada?
