Now what I need to do is just cut a small clip out of a much larger video. I have an mpg of a show that is about 2 hours long, and want a small section of it, maybe 2-3 mins. The file is in mpg format right now.

Any idea of a free utility that will let me do this? I know Adobe Premiere will, but I don't own it and am under the impression that the free download version doesn't save output.
