LY uses a proprietary "carmel" system. According to my travel agent, Carmel never shows the same inventories as Gallileo, Amadeus, Sabre or any of the industry standard rez systems.

Beyond that, LY regularly plays with the inventories on their flights. I once had to buy a Y ticket for a flight that was only available in Y on the morning of, only top find 57 empty seats on the plane when boarding. And it was a Sunday night 001 (busiest flight of the week TLV-NYC). A few no-shows - yeah - but 57? No way. They play all the time to get pax to pay higher fare buckets.
The major travel agencies in Israel have pre-allocated seats on most LY flights to sell until the very last moment. While LY might show no availability, those travel agencies might have the missing seats.
