They probably prefer it be called an adjustment: Buy all segments together, on the same ticket, get the bag-transfer service. Choose to buy tickets separately and there's no reason to provide the service essentially gratis.
Especially valid if you are connecting from a pass to an overseas flight or from an AE reward to a final destination not available by award.
