Not cheaper.
The Air Canada hangars are full with other companies aircraft and AC aircraft on make-overs. ACTS did not have room. Plus it is not cost effective to tool up (men, space, machines) to handle a few overhauls.
At least that is the ACTS line and Milton is not buying all of it. There is a new management team in place now at ACTS.
