The number you reference is the general UA web support number. Every FTer should have it in their phone book, along with the numbers for: 1k customer relations, 1k bag desk, intl award desk, and the MP number.
Anyways, the web support number is 800 589 5582. It's a general (i.e. non-elite) number. AFAIK, an elite number does not exist. Anecdotally, the "offloading desk" is always very quick to pick up, i.e. usually no wait.
