Question no E- means no OLCI?

I'm a UA nobody (no status) and tried to do OLCI for a reward flight BUR-SFO on UX. The only seats are E+ so OLCI tried to get $24 out of me for an upgrade which I passed. Then it showed me the seatmap but all the available seats are unavailable to me (i.e. they are all E+). So basically it wouldn't let me OLCI. Is this the norm? Or should it have given me a boarding pass sans seat assignment so I could at least get to the gate?
